UK and France Plan to Send Troops to Ukraine in the event that a Ceasefire Accord is Finalized

The British and French governments have inked a declaration of intent concerning the deployment of troops in Ukraine if a peace agreement be struck with Russia, the Prime Minister of Britain, Starmer, has stated.

After talks with allied nations in Paris, he noted that the allies would "establish military hubs throughout Ukraine and construct protected installations for arms and military equipment" to deter any subsequent attack.

The partner countries also suggested that the US would play the primary role in overseeing a halt in hostilities.

The Kremlin has consistently warned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has not yet commented on this new announcement.

The Situation and Ongoing Conflict

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Moscow currently holds approximately 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to support Ukraine for the foreseeable future," remarked Starmer.

Top officials and high-ranking officials from the "Partner Group" took part in the Paris negotiations.

Speaking at a combined announcement, he added: "It establishes the framework for the juridical structure under which British, French, and partner forces could function on the ground in Ukraine, protecting Ukraine's air and maritime domains, and regenerating Ukraine's defense capabilities for the time to come."

The PM went on to say that London would take part in any American-headed verification of a possible cessation of hostilities.

Protection Pledges and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "durable safety pledges and substantial reconstruction vows are critical to a permanent resolution" in Ukraine – alluding to a major requirement made by Kyiv.

He indicated the coalition had "substantially agreed on" their work on agreeing such pledges "in order that the citizens of Ukraine know that when this war ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also took part in the discussions.

Meanwhile, France's leader Emmanuel Macron declared that Ukraine's allies had made "considerable headway" at the talks.

He added that "comprehensive" security guarantees for Ukraine had been agreed in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "huge step forward" had been made in Paris, but cautioned that he would only deem efforts to be "enough" if they led to the cessation of the conflict.

Recently, the Ukrainian leader indicated a peace deal was "mostly finalized". Finalizing the last 10% would "decide the outcome of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of ongoing disputes for negotiators.
  • The Russian President has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will take control, rejecting any compromise over how to end the war.
  • Zelensky has so far ruled out giving up any territory, but has suggested that Ukraine could move its troops to an designated point – but only if Russia reciprocates.

Russia currently holds about 75% of the Donetsk oblast and around 99% of the bordering Luhansk. The pair of oblasts form the industrial region of the Donbas.

The original US-led multi-point framework that was widely leaked to the media last year was viewed by Ukraine and its partners in Europe as being disproportionately favorable in Moscow's direction.

This led to a period of intensive discussions – with the involved parties trying to amend the draft.

Last month, The Ukrainian government presented the US an new 20-point plan – as well as distinct documents detailing possible security guarantees and provisions for Ukraine's recovery, he added.
